Full title and description

FNiP No. 512 dated 09.12.2020 — Federal norms and regulations in the field of industrial safety: "Safety rules for processes of obtaining and application of metals". Approved by Order No. 512 of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor) on 9 December 2020.

Abstract

These Federal norms and rules (ФНиП) set mandatory industrial safety requirements for metallurgical processes and related operations — including production and handling of melts, transport and use of ferrous and non‑ferrous metal melts and alloys, storage and handling of hazardous substances, operation of lifting and pressure equipment, fire and explosion prevention measures, and measures for preventing industrial accidents and occupational injuries at metallurgical hazardous production facilities. The Order establishing the rules was signed 09 December 2020 and entered into force 1 January 2021.

General information

  • Status: In force / Active (subject to amendments listed below).
  • Publication date: Signed 09 December 2020; registered with the Ministry of Justice 30 December 2020; entered into force 01 January 2021.
  • Publisher: Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor).
  • ICS / categories: 13.100 (Occupational safety. Industrial hygiene); 77 (Metallurgy — production and processing of metals, including relevant subgroups such as production of metals and non‑ferrous metals).
  • Edition / version: Original edition approved by Order No. 512 (09.12.2020). Subsequent amendments have been published (for example an editorial amendment dated 14 January 2025). Users should check for later amendments or consolidated editions where applicable.
  • Number of pages: Approximately 396 pages in the official PDF edition (published text).

Scope

The rules apply to hazardous production facilities and operations within the metallurgical sector where processes of obtaining, transporting, using, processing, storing, or disposing of melts and metal products occur; where hazardous substances are present or generated; where stationary lifting equipment or pressure equipment is used; and where measures are required to prevent industrial accidents, fires, explosions and occupational injuries. The document provides normative requirements for organization of work, technical means, protective measures, procedures and personnel competence to ensure industrial safety in these activities.

Key topics and requirements

  • Safety requirements for melting, casting and handling of metal melts and alloys.
  • Requirements for design, operation and maintenance of furnaces, ladles, crucibles, and related equipment.
  • Rules for safe storage, handling and transport of hazardous and flammable substances used in metallurgical processes.
  • Procedures for purging, inerting and gas handling to prevent explosive/flammable atmospheres (including commissioning and purging of pipelines and vessels).
  • Requirements for use and inspection of lifting and hoisting equipment at metallurgical sites.
  • Fire and explosion prevention, emergency preparedness, and accident investigation procedures.
  • Personnel qualification, training, procedural documentation and permit‑to‑work systems specific to metallurgical operations.
  • Requirements for pressure equipment and measures to manage risks from high‑temperature and high‑pressure processes.

Typical use and users

Primary users include metallurgical plant operators and managers, safety and process engineers, occupational health and safety specialists, designers and manufacturers of metallurgical equipment, regulatory inspectors, certification and audit bodies, and training organisations preparing staff for safe operation of metallurgical processes. The document is used for compliance, risk assessment, development of internal safety rules, training programs and emergency planning.

Related standards

This FNiP consolidates and replaces earlier metallurgical safety rules (for example earlier FNiP/ПБ documents addressing melts and metallurgical operations) and should be used alongside other federal norms on industrial safety — for example rules on equipment under excess pressure, chemical hazard rules, and national standards concerning occupational safety and fire protection. Users should consult the consolidated legal/regulatory database for links to related FNiP and technical standards.

FAQ

Q: What is this standard?

A: It is a set of federal norms and rules (Федеральные нормы и правила, ФНиП) titled "Rules of safety for processes of obtaining or applying metals", approved by Rostechnadzor Order No. 512 dated 9 December 2020, that establish mandatory industrial safety requirements for metallurgical processes.

Q: What does it cover?

A: The document covers safety measures across the lifecycle of metallurgical operations — from design and equipment requirements to operational procedures, handling of melts and hazardous substances, gas purging and inerting, lifting and pressure equipment, fire/explosion prevention, training and emergency response. It is intended to prevent accidents and occupational injuries at metallurgical hazardous production facilities.

Q: Who typically uses it?

A: Metallurgical plant managers and operators, safety engineers, regulatory inspectors, equipment designers and maintainers, training providers, auditors and consultants working in metallurgy and related industrial safety fields.

Q: Is it current or superseded?

A: The Order No. 512 version entered into force on 01 January 2021 and was published/registered at the end of December 2020. The text has been subject to later edits/amendments (for example an editorial amendment dated 14 January 2025 has been recorded); users should verify the latest consolidated edition or subsequent amendments in the official legal/regulatory registers before relying on the text for compliance. The base document was published with an effective period noted through 01 January 2027 (as originally indicated).

Q: Is it part of a series?

A: Yes — it is one of the Federal norms and rules (ФНиП) in the field of industrial safety, issued by Rostechnadzor. It consolidates and replaces earlier sectoral metallurgical safety rules and sits alongside other FNiP documents addressing chemical hazards, pressure equipment, non‑destructive testing and other specific industrial safety topics.

Q: What are the key keywords?

A: Metallurgy, industrial safety, melts, furnaces, casting, inert gas, gas purging, pressure equipment, lifting equipment, fire and explosion prevention, Rostechnadzor.
