Full title and description
IEC/PAS 80005-3:2014 — Utility connections in port — Part 3: Low Voltage Shore Connection (LVSC) Systems — General requirements. This Publicly Available Specification (PAS) defines general requirements for low-voltage shore connection systems used to supply ships with electrical power from shore, covering ship- and shore-side equipment, distribution, control and protection systems.
Abstract
IEC/PAS 80005-3:2014 describes LVSC systems for ship-to-shore power supply and provides guidance for design, installation and testing of such systems. Topics include LV shore distribution, shore-to-ship connection and interface equipment, transformers and reactors, semiconductor and rotating converters, ship distribution systems, and control, monitoring, interlocking and power management. The PAS targets applications practicable up to about 1 MVA, excludes small LV systems below defined current/voltage thresholds and does not apply to electrical supply during dry docking or similar out-of-service periods. The PAS has been withdrawn and superseded by IEC/IEEE 80005-3 (2025).

Scope
This PAS applies to low-voltage shore connection systems used to supply ships from shore power sources. It covers shore and ship distribution, connection/interface equipment, transformers/reactors, semiconductor and rotating converters, ship distribution and related control, monitoring, interlocking and power management systems. It is intended for LVSC systems with practicable application up to ~1 MVA. It does not apply to small LV shore-connection systems below specified current/voltage thresholds, to high-voltage shore connection systems (covered by IEC/IEEE 80005-1), nor to electrical supply during dry-docking or similar out-of-service maintenance. National administrations or owners may impose additional or alternative requirements.
Key topics and requirements
- Definitions and system architecture for low-voltage shore connection (LVSC) systems.
- Requirements for shore-side distribution and shore-to-ship interface equipment, including connectors and cabling.
- Guidance on transformers, reactors and converter technologies (semiconductor and rotating).
- Shipboard distribution considerations, earthing and protection schemes suitable for shore-supplied power.
- Control, monitoring, interlocking and power management functions to ensure safe transfer and operation.
- Design, installation and testing practices; limitations of applicability (e.g., expected suitability up to ~1 MVA; exclusion of small LV systems below specified current/voltage limits).
Typical use and users
Used by naval architects, ship electrical system designers, shipyards, port authorities, shore-power utilities, equipment manufacturers (connectors, transformers, converters), classification societies and consultants involved in specifying, installing and commissioning ship-to-shore LV power systems. Also used by regulatory authorities and operators when adopting national requirements or port-supply arrangements.
Related standards
Key related documents include IEC/IEEE 80005-1 (high-voltage shore connection systems), national adoption documents and guides (for example BSI PD IEC/PAS 80005-3), IEC 60092 series for shipboard electrical installations (notably IEC 60092-507 for small vessels), and other industry guidance on harmonics and power quality (e.g., IEEE 519). The PAS (2014) has been superseded by IEC/IEEE 80005-3:2025 which consolidates and updates LVSC requirements.

FAQ
Q: What is this standard?
A: IEC/PAS 80005-3:2014 is a Publicly Available Specification that provided general requirements for low-voltage shore connection systems to supply ships with electrical power from shore.
Q: What does it cover?
A: It covers LV shore distribution and shipboard distribution aspects, shore-to-ship interfaces, transformers/reactors, semiconductor and rotating converters, and control/monitoring/interlocking/power management; it also sets limits on intended application (practicable up to ~1 MVA) and exclusions (small LV systems below defined thresholds, dry-docking supply, and high-voltage shore connections).
Q: Who typically uses it?
A: Ship designers, shipyards, port authorities, utilities providing shore power, equipment manufacturers, classification societies, consultants and regulators concerned with safe and compatible shore-supply installations.
Q: Is it current or superseded?
A: IEC/PAS 80005-3:2014 has been withdrawn and replaced by IEC/IEEE 80005-3 (published in 2025). Users should refer to the IEC/IEEE 80005-3:2025 edition for current requirements.
Q: Is it part of a series?
A: Yes — it is Part 3 of the IEC 80005 series (utility connections in port). Other parts address high-voltage shore connection and related topics (for example IEC/IEEE 80005-1 for HV shore connection).
Q: What are the key keywords?
A: Low-voltage shore connection (LVSC), shore power, ship-to-shore interface, transformers, converters, power management, interlocking, IEC 80005.
