Full title and description
TR TS 005/2011 — Technical Regulation of the Customs Union (TR CU 005/2011) “On safety of packaging”. This regulation establishes unified mandatory safety, labeling and conformity-assessment requirements for packaging (including closures) placed into circulation within the customs territory of the Customs Union / Eurasian Economic Union (EAEU).
Abstract
TR TS 005/2011 defines safety criteria and administrative requirements for all types of packaging and closures (regardless of origin) to protect human health and life, property and the environment, and to prevent misleading consumers about intended use and safety. It sets requirements for materials, marking and labelling, test methods and conformity assessment procedures applied across the Customs Union / EAEU. The regulation has been updated by subsequent Commission/Council decisions and supported by lists of referenced national and international standards used for testing and assessment.
General information
- Status: Current — technical regulation in force on the customs territory of the Customs Union / EAEU; amended by later decisions (see notes).
- Publication date: Adopted by Commission Decision No. 769 dated 16 August 2011; entered into force on 1 July 2012.
- Publisher: Commission of the Customs Union / Eurasian Economic Commission (EEC) — the regulatory body responsible for the TR CU / EAEU technical regulations.
- ICS / categories: Packaging and distribution of goods (ICS 55 — e.g., 55.040 Packaging materials and accessories), environmental protection / safety (ICS 13), materials in contact with foodstuffs (ICS 67.250) — reflected through the regulation’s coverage of food-contact packaging and other specialised categories. (ICS assignments are typical for packaging safety standards).
- Edition / version: TR TS 005/2011 (original decision No. 769 / 16 Aug 2011) with amendments introduced by subsequent EEC/CU decisions (examples: Council/Commission decisions in 2012 and later updates; draft and adopted updates published in later years).
- Number of pages: Official consolidated texts and accompanying directories of referenced standards vary; typical published consolidated regulation texts are in the order of a few dozen pages (official compilation and lists of referenced standards run larger — e.g., directories listing many GOST/ISO references). (Estimate: regulation core ~20–50 pages; full directories and referenced standards collection considerably larger).
Scope
Applies to all types of packaging and means of sealing placed into circulation on the customs territory of the Customs Union / EAEU — including packaging intended for food, cosmetics, toys and other product categories where packaging may come into direct contact with the packaged item. The regulation covers requirements for design, materials, labelling/marking, test methods, storage, transport and disposal where those affect safety, health or the environment. Certain categories (e.g., food-contact packaging, packaging for children’s products) are subject to additional or more stringent testing and conformity-assessment arrangements.
Key topics and requirements
- Definition and classification of packaging types and closures (including complex and multilayer packaging).
- Material-safety requirements (limits on migration of harmful substances, restrictions for specific polymers and additives relevant to food-contact and sensitive uses).
- Labelling and marking requirements, including identification of main materials and recycling/handling markings; special marking for biodegradable or compostable packaging where defined.
- Conformity assessment: procedural requirements for EAC declaration or certification as applicable; identification of schemes and when accredited testing laboratories must be involved.
- Referenced test methods and standards (lists of GOST, interstate and international standards used for sampling, testing and measurement); transitional arrangements for applying specific test standards.
- Requirements for storage, transport and disposal to avoid hazards to health and environment and to prevent misleading information about intended use.
- Special provisions or additional controls for packaging for food, cosmetics, perfumes, toys and products for children — often subject to stricter assessment routes.
Typical use and users
Primary users include packaging manufacturers and converters, producers of closures, importers/exporters of packaged goods, product manufacturers specifying packaging, conformity-assessment bodies, accredited testing laboratories, national regulators and market surveillance authorities across EAEU member states, and consultants handling EAC conformity procedures.
Related standards
TR TS 005/2011 is part of the suite of EAEU / Customs Union technical regulations (for example TR CU 004/2011, TR CU 007/2011, TR CU 009/2011, TR CU 010/2011 and others that address specific product categories and safety areas). The regulation references many national, interstate and international test standards (GOST, ISO etc.) used to demonstrate compliance; periodically the EEC/Commission publishes directories of the referenced standards to be used with TR TS 005/2011.

FAQ
Q: What is this standard?
A: TR TS 005/2011 (also cited as TR CU 005/2011) is the Technical Regulation “On safety of packaging” adopted by the Customs Union / Eurasian Economic Commission to set mandatory safety, labelling and conformity-assessment rules for packaging used on the customs territory of the Union.
Q: What does it cover?
A: It covers all types of packaging and closures — material and construction safety, limits on harmful substance migration (where applicable), labelling and marking, required test methods and conformity-assessment procedures, plus requirements affecting storage, transport and disposal that relate to safety and environmental protection. Certain uses (food, cosmetics, children’s products) have additional requirements.
Q: Who typically uses it?
A: Packaging manufacturers, converters, suppliers to food/cosmetics/toy sectors, importers and exporters, testing laboratories, notified/certification bodies, and national market surveillance/regulatory authorities in EAEU member states. Consultants and compliance specialists also use the regulation when preparing declarations or certificates of conformity.
Q: Is it current or superseded?
A: The regulation is in force but has been amended since its original 2011 adoption; implementers should check the latest consolidated text and any recent EEC decisions or directories of referenced standards for amendments and transitional provisions (updates and decisions affecting TR CU 005/2011 have been published in following years). Always confirm the current consolidated text with the EEC or the competent national authority before compliance actions.
Q: Is it part of a series?
A: Yes — TR TS 005/2011 is one of a set of Customs Union / EAEU technical regulations addressing product safety across sectors (for example TR CU 004/2011, TR CU 007/2011, TR CU 009/2011, TR CU 010/2011, etc.). These regulations together form the technical-regulation framework used for conformity assessment and market surveillance in the EAEU.
Q: What are the key keywords?
A: packaging safety, packaging materials, closures, labelling, EAC, conformity assessment, test methods, food-contact packaging, TR CU 005/2011, EAEU.
