Full title and description
Technical Regulation of the Customs Union TR TS 030/2012 — "On requirements for lubricants, oils and special fluids". The regulation sets mandatory safety, labeling, packaging and conformity-assessment requirements for lubricants, mineral and synthetic oils, hydraulic fluids, brake and cooling fluids, greases and certain special fluids placed on the market within the Customs Union / Eurasian Economic Union territory. Adopted by the Commission (Decision No. 59) on 20 July 2012; entered into force 1 March 2014.
Abstract
TR TS 030/2012 establishes uniform mandatory technical and safety requirements for the formulation, marking, documentation and circulation of lubricants, oils and special fluids to protect health, safety and the environment and to prevent misleading of consumers. It defines product categories covered, excluding certain vegetable/animal oils and defence-supplied items, and sets conformity-assessment routes (declaration or certificate) and marking expectations within the Union.
General information
- Status: In force (active) within the Customs Union / EAEU market.
- Publication date: Adopted 20 July 2012; entered into force 1 March 2014.
- Publisher: Eurasian Economic Commission / Commission of the Customs Union (EEC).
- ICS / categories: Petroleum and related technologies — lubricants and related products (commonly ICS 75.100; related subcategories such as hydraulic fluids ICS 75.120).
- Edition / version: TR TS 030/2012 (original adoption by Decision No. 59 of 20 July 2012).
- Number of pages: Official text and consolidated Russian / English translations are published in multi-page legal/technical documents; published PDF/vendor packages typically range in the low tens of pages (varies by included annexes and language version).
Scope
The regulation applies to lubricants, oils and special fluids introduced into circulation on the single customs territory of the Customs Union / Eurasian Economic Union. Covered products include motor oils, transmission oils, hydraulic oils, industrial and turbine oils, compressor oils, base oils, greases, brake and cooling fluids and certain special-purpose fluids and their waste/derived products when subject to circulation. Exclusions and specific exceptions are listed in the text (for example, oils of purely vegetable or animal origin, defence-supplied items and exports outside the Union are treated separately).
Key topics and requirements
- Product classification and definitions for lubricants, oils and special fluids (grouping by application and composition).
- Safety and environmental requirements: limits on harmful constituents, handling and storage safety, and requirements intended to protect human and environmental health.
- Labeling and packaging rules (mandatory information on labels, language/marking requirements and packaging safety), additional to general food/packaging regs where applicable.
- Conformity assessment procedures — declaration of conformity or certification by bodies accredited in the Union; test protocols and accredited laboratory testing where required; EAC marking for compliant products.
- Reference to lists of harmonized / interstate standards for testing and performance (annexes list applicable standards and test methods).
- Specific technical limits and composition requirements for certain fluids (periodic updates; for example, limits on methanol content in some coolants/coolants-related amendments have been recorded in later clarifications).
- Transitional provisions and timelines for existing conformity documents at the moment of entry into force; product categories requiring customs presentation of conformity documents are periodically updated by Commission decisions.
Typical use and users
Primary users are lubricant and chemical manufacturers, importers, distributors and exporters operating in EAEU countries (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan). Other typical users include conformity-assessment bodies and accredited testing laboratories, customs authorities, regulatory agencies and product compliance consultants who apply the regulation to obtain unified EAC certificates or declarations and to ensure compliant labeling and documentation.

A: TR TS 030/2012 is a binding technical regulation of the Customs Union / Eurasian Economic Union that sets mandatory requirements for lubricants, oils and special fluids placed on the Union market (adopted 20 July 2012, in force 1 March 2014).
Q: What does it cover?
A: It covers classification, safety and environmental requirements, composition limits where specified, labeling and packaging obligations, required conformity-assessment procedures (declaration or certificate), testing and marking (EAC) for lubricants, oils and certain special fluids traded within the Union territory. Some product categories and exceptions are listed in the regulation text.
Q: Who typically uses it?
A: Manufacturers, importers and distributors of lubricants and related fluids for the EAEU market; accredited testing laboratories and certification bodies; customs and regulatory authorities; and compliance advisors preparing conformity dossiers and labelling.
Q: Is it current or superseded?
