Full title and description
ISO 11243:2023 — Cycles — Luggage carriers for bicycles — Requirements and test methods. This international standard specifies safety, performance, marking and instructional requirements and associated test methods for luggage carriers (racks) intended to be mounted on bicycles, whether cycle-specific or non-cycle-specific, and intended to be positioned above or adjacent to the wheels of cycles.
Abstract
This document defines design and testing requirements to ensure luggage carriers meet minimum safety and durability criteria. It covers tolerances, crack-detection, sharp-edge control, security of fasteners, static and dynamic strength tests (vertical, lateral and longitudinal), drop/impact testing for certain materials, provisions when a child seat may be attached, marking, instructions and required test reporting. Removable luggage (e.g. non-permanently attached handlebar bags or baskets) and toy carriers covered by ISO 8098 are excluded.
General information
- Status: Published.
- Publication date: September 2023.
- Publisher: International Organization for Standardization (ISO).
- ICS / categories: 43.150 (Cycles).
- Edition / version: Edition 3 (2023).
- Number of pages: 31 (ISO listing).
Scope
Applies to luggage carriers mounted on cycles (front and rear, above or adjacent to wheels) whether supplied for mounting with or without tools; establishes maximum-load classification rules, safety and performance requirements and the required lab test methods to verify compliance. It does not apply to removable luggage items not permanently attached, nor to toy carriers covered by ISO 8098. The standard also includes guidance for user instructions and conditions when a child seat may be attached to a rear carrier.
Key topics and requirements
- Classification by maximum load capacity and applicable restrictions for different carrier types (front, rear, beam, container, etc.).
- Requirements for tolerances, sharp edges, protrusions and marking durability.
- Security and minimum failure/torque requirements for safety-related fasteners (screws, fixation elements).
- Dynamic (fatigue) load tests — vertical and lateral methods and pass/fail criteria.
- Static load tests — vertical, lateral and longitudinal strength tests and test methods.
- Drop/impact test for carriers made of plastics or mixed metal/plastic constructions.
- Additional provisions for rear carriers intended to accept child seats, and requirements for provision of lighting where applicable.
- Requirements for instructions, test reporting and crack-detection methods.
Typical use and users
Used by bicycle and component manufacturers, test laboratories, conformity assessment bodies, product safety engineers, and standards committees. It is referenced by national adoption bodies and by manufacturers to demonstrate that luggage carriers meet internationally recognised safety and performance benchmarks for sale and certification in markets that accept ISO/EN harmonised standards.
Related standards
ISO 8098 (bicycles for young children / toy carriers), EN 14764 (city and trekking bicycles), and other bicycle safety standards and EN/ISO series that cover specific bicycle subsystems. National/adopted versions (EN ISO / UNE-EN / DIN EN ISO) exist for regional implementation and may include identical or editorially adapted texts.

FAQ
Q: What is this standard?
A: ISO 11243:2023 is an international standard that sets safety, performance and test method requirements for luggage carriers (racks) intended to be mounted on bicycles.
Q: What does it cover?
A: It covers classification by load capacity, mechanical requirements, tolerance and sharp-edge limits, security of fasteners, static and dynamic load tests (vertical, lateral, longitudinal), drop/impact tests for plastic carriers, marking, instructions and required test reports. It excludes removable luggage and toy carriers under ISO 8098.
Q: Who typically uses it?
A: Bicycle and component manufacturers, third‑party test labs, conformity assessment bodies, product safety engineers and standards committees use the standard to design, test and demonstrate compliance of luggage carriers.
Q: Is it current or superseded?
A: Current — ISO 11243:2023 (Edition 3) was published in September 2023 and replaces ISO 11243:2016. The ISO catalogue marks the 2023 edition as published and subject to periodic review.
Q: Is it part of a series?
A: It is part of ISO work on cycles (ISO/TC 149/SC 1) and relates to other cycle standards (e.g., ISO 8098 for child bicycles); regional EN/UNE/DIN adoptions (EN ISO / UNE-EN / DIN EN ISO) exist for harmonised implementation.
Q: What are the key keywords?
A: Luggage carrier, bicycle rack, load capacity, dynamic load test, static load test, fatigue, impact/drop test, child-seat-compatible, fastener security, marking, ISO 11243.
