Full title and description
Fire safety engineering — General principles — Part 1: General. An International Standard giving high-level principles and requirements for performance-based fire safety engineering (FSE) applied to built environments and other structures.
Abstract
This document provides general principles and requirements for fire safety engineering (FSE) intended to support performance‑based fire safety design, implementation of fire safety design plans and fire safety management. It sets out key elements and linkages of the FSE process (objectives, design steps, documentation and verification), and is applicable across a wide range of built environments and structures while not being a detailed technical design guide.
General information
- Status: Published / Confirmed international standard
- Publication date: 19 September 2018
- Publisher: International Organization for Standardization (ISO)
- ICS / categories: 13.220.01 (Protection against fire in general)
- Edition / version: Edition 1 (ISO 23932-1:2018)
- Number of pages: 26
Scope
Defines general principles and requirements for conducting fire safety engineering studies and implementing resulting fire safety design and management plans. The standard covers fire safety objectives (FSOs) such as life safety, property protection, continuity of operations, environmental protection and heritage preservation; it applies to buildings and other structures (including offshore platforms, tunnels, bridges, mines and means of transportation) though some application limits (e.g., construction sites) are noted. It is intended to be used together with more detailed FSE methods and supporting documents.
Key topics and requirements
- Definition and use of fire safety objectives (FSOs) for design and assessment.
- Framework for performance‑based fire safety design: stages, responsibilities and documentation.
- Requirements for establishing design fire scenarios, acceptance criteria and design targets.
- Principles for verification, validation and review of fire safety measures and engineering methods.
- Guidance on how prescriptive regulations and performance‑based designs can be used together.
- Application across a broad range of built environments and structures, with stated exclusions/limitations.
Typical use and users
Used by fire safety engineers, building designers and architects, regulatory authorities and code officials, owners/clients, facility and asset managers, fire safety consultants and researchers. The standard is applied when developing performance‑based fire safety designs, preparing design documentation, and for fire safety management and review.
Related standards
Relevant documents and related standards include ISO/TR 23932-2:2020 (Fire safety engineering — General principles — Part 2: example application), other ISO/TC 92 documents such as ISO 20414:2020 (verification and validation protocol for building fire evacuation models), and ISO 13943 (fire‑safety vocabulary). ISO 23932:2009 was the earlier edition subsequently withdrawn and replaced by the 2018 part 1 edition; ISO 23932-1 is intended to sit within a set of FSE guidance documents and technical reports produced by ISO/TC 92/SC 4.

FAQ
Q: What is this standard?
A: ISO 23932-1:2018 is an International Standard that sets out general principles and requirements for fire safety engineering (FSE) used in performance‑based fire safety design, implementation and management.
Q: What does it cover?
A: It covers high‑level FSE principles: establishing fire safety objectives, structuring the design process, defining scenarios and acceptance criteria, documentation and verification/validation of engineered solutions. It is not a detailed technical design manual but a framework to be used with more specific methods and tests.
Q: Who typically uses it?
A: Fire safety engineers and consultants, building designers and architects, regulators and code reviewers, facility managers and clients who are engaged in or overseeing performance‑based fire safety design and fire safety management.
Q: Is it current or superseded?
A: ISO 23932-1:2018 is the current published Part 1 (published 19 September 2018). It superseded the earlier ISO 23932 (2009) and has related informative technical reports published subsequently (for example ISO/TR 23932-2:2020). Users should check national adoption or amendments for local application.
Q: Is it part of a series?
A: Yes — Part 1 provides the general principles; ISO/TR 23932-2:2020 provides a worked example (dry‑cleaning store) to illustrate application. The document is part of the ISO/TC 92/SC 4 suite of fire safety engineering guidance and relates to other FSE standards and protocols.
Q: What are the key keywords?
A: Fire safety engineering, performance‑based design, fire safety objectives (FSOs), verification and validation, design scenarios, built environment, fire safety management.
