Full title and description

IEC/PAS 62282-6-1:2006 — Fuel cell technologies - Part 6-1: Micro fuel cell power systems - Safety. A Publicly Available Specification that establishes safety requirements for portable and wearable micro fuel cell power systems, power units and fuel cartridges intended for consumer electronic devices and similar applications.

Abstract

This PAS sets out safety criteria, construction and material requirements, testing and instructions for micro fuel cell power systems that are wearable or easily carried by hand and that provide d.c. outputs not exceeding 60 V d.c. and power outputs not exceeding 240 VA. It covers fuel cartridges (including non‑refillable consumer cartridges), fuel cell stacks (PEM and DMFC examples), protection against electrical, fire/explosion, toxicity and mechanical hazards, and requirements for instructions, warnings and transport considerations. The document includes annexed requirements for additional fuels and a corrigendum incorporated in 2007. The PAS was later replaced by a consolidated IEC standard in 2010.

General information

  • Status: Withdrawn / Replaced (superseded by IEC 62282-6-100:2010).
  • Publication date: 23 February 2006 (first edition; corrigendum incorporated April 2007 in published copies).
  • Publisher: International Electrotechnical Commission (IEC).
  • ICS / categories: 27.070 (Fuel cell technologies / energy conversion).
  • Edition / version: Edition 1.0 (PAS format).
  • Number of pages: 119 pages.

Scope

Applies to micro fuel cell power systems, power units and fuel cartridges intended for portable consumer use (wearable or hand‑carried devices) with d.c. outputs ≤ 60 V and power outputs ≤ 240 VA. The PAS defines the system boundary, equivalent levels of safety, materials and construction requirements, fuel handling and cartridge design, electrical protection (SELV/limited power circuits reference), tests for abnormal operation, and requirements for instructions, marking and safe transport. It excludes systems intended for hazardous areas and larger fuel cell systems falling outside the stated electrical limits; such systems are addressed elsewhere in the IEC 62282 series. Cartridges intended for consumer refilling are not covered; refillable cartridges serviced by manufacturers or trained technicians are treated as unused cartridges when evaluated.

Key topics and requirements

  • System boundary definition and equivalent level of safety principles for portable micro fuel cell systems.
  • Materials and construction requirements for fuel cartridges, power units and stacks (including selection of materials and piping/fittings).
  • Protection against ignition sources, fire, explosion, corrosivity and toxicity hazards.
  • Electrical safety requirements: SELV/limited power circuit considerations and protection against electrical hazards.
  • FMEA / hazard analysis and requirements for instructions, warnings and labeling for safe use and transport.
  • Type tests and abnormal operation tests (including test protocols for fuel cartridges and whole systems).
  • Annex provisions for alternate fuels and specific treatments (for example methanol-related requirements and methanol clathrate compound guidance).
  • Requirements intended to facilitate safe carriage on passenger aircraft and compliance with transport regulations where applicable.

Typical use and users

Intended for manufacturers and designers of micro fuel cell power units and cartridges for portable electronics (e.g., mobile devices, laptop backup packs, flashlights), test laboratories performing type testing and certification, regulatory bodies and transport authorities assessing carriage safety, and standards committees developing subsequent normative documents. The PAS was used by industry stakeholders to align product safety design and to support regulatory acceptance for transport and consumer use.

Related standards

Part of the IEC 62282 series on fuel cell technologies. Key related documents include other parts of IEC 62282 (stack, system and application specific parts), IEC 62282-6-100:2010 which replaced this PAS, and referenced standards for electrical safety such as IEC 60950-1 (SELV/limited power circuit references). Relevant transport and aviation guidance (ICAO Technical Instructions) and national/adopted versions (EN/ national adoptions) are also commonly considered when applying the PAS.

Keywords

fuel cell, micro fuel cell, portable fuel cells, DMFC, PEM, methanol cartridge, fuel cartridge, SELV, limited power circuit, safety, IEC PAS, transport, type tests, FMEA, consumer electronics.

FAQ

Q: What is this standard?

A: IEC/PAS 62282-6-1:2006 is a Publicly Available Specification from the IEC that provides safety requirements for micro fuel cell power systems, their power units and fuel cartridges intended for portable consumer use.

Q: What does it cover?

A: It covers design, materials and construction, protection against electrical and chemical hazards, tests for abnormal operation, instructions/marking, and transport considerations for micro fuel cell systems with d.c. outputs ≤ 60 V and power outputs ≤ 240 VA, including common fuels such as methanol and direct methanol fuel cell (DMFC) systems.

Q: Who typically uses it?

A: Product designers and manufacturers of micro fuel cells and cartridges, conformity assessment and test laboratories, regulatory/transport authorities, and standards developers working on fuel cell safety and portable power applications.

Q: Is it current or superseded?

A: It has been superseded. IEC/PAS 62282-6-1:2006 was replaced by IEC 62282-6-100:2010 (with subsequent amendments), and the PAS was withdrawn from the IEC catalogue in 2010. Users should consult the later consolidated IEC 62282-6-100:2010 series documents for current normative requirements.

Q: Is it part of a series?

A: Yes. It is part of the IEC 62282 series covering fuel cell technologies (various parts address stacks, systems, applications and specific safety/testing requirements). The PAS represented an early, application‑specific safety specification within that series.

Q: What are the key keywords?

A: Fuel cell, micro fuel cell, DMFC, methanol cartridge, portable power, safety, SELV, type tests, FMEA, IEC 62282.
