Vertical cylindrical steel tanks for oil and oil-products. General specifications
Full title and description
GOST 31385-2016 — "Vertical cylindrical steel tanks for oil and oil-products. General specifications" (Резервуары вертикальные цилиндрические стальные для нефти и нефтепродуктов. Общие технические условия). The standard sets technical requirements for the design, manufacture, installation and testing of above-ground vertical cylindrical steel tanks used for storage of crude oil, petroleum products and other liquids where applicable.
Abstract
This national/interstate standard defines types, classification, design limits (including nominal volumes from 100 m³ up to 120 000 m³), material and welding requirements, corrosion protection, instrumentation and acceptance tests for vertical cylindrical steel tanks (including tanks with protective walls and floating or pontoon roofs). It aims to ensure mechanical, industrial and environmental safety during construction and operation.
General information
- Status: Replaced / superseded — withdrawn from current status by the later edition GOST 31385-2023.
- Publication date: Approved 31 August 2016; put into effect (publication/entry into force) 1 March 2017.
- Publisher: Federal Agency for Technical Regulation and Metrology (Rosstandart) / interstate standard body.
- ICS / categories: Storage tanks and fluid storage devices — ICS series 23.020 (stationary containers and tanks); related petroleum equipment classifications (related ICS entries for petroleum technologies also apply).
- Edition / version: GOST 31385, 2016 edition (with subsequent amendments published before replacement).
- Number of pages: Editions/converted translations vary (commonly reported as about 97–102 pages depending on format/printing).
Scope
Applies to above-ground vertical cylindrical welded steel tanks with nominal capacities from 100 to 120 000 m³ used in extraction, transportation, processing and storage of oil and petroleum products. The standard covers tank structural elements up to the first flange or threaded/welded connection of attached piping or equipment external to the tank shell, and is also referenced for tanks used for reservoir/fire water, oil-containing effluents, liquid mineral fertilizers and certain food or non-hazardous liquids where sanitary requirements are met.
Key topics and requirements
- Classification and types of vertical cylindrical tanks (fixed roof without pontoon — RVS; fixed roof with pontoon — RVSP; floating roofs and variants).
- Design assumptions and loadings (hydrostatic, wind, seismic, temperature ranges and permissible internal pressure/vacuum limits).
- Materials, weld types and welding quality requirements (reference to relevant GOSTs for steels and welding standards).
- Corrosion protection, surface treatment and coatings appropriate for stored product and environmental class.
- Fabrication, assembly, foundation and installation rules; non-destructive testing and acceptance tests.
- Instrumentation, safety devices and control measures (level gauges, high/low level alarms, temperature and pressure monitoring where required).
- Inspection, testing and commissioning procedures including hydrostatic tests and quality documentation.
Typical use and users
Used by oil & gas companies, petroleum terminal operators, tank manufacturers and fabricators, EPC contractors, design institutes, regulatory bodies and inspectors responsible for storage tank design, construction, commissioning and safe operation in Russia and other CIS countries that referenced this interstate standard. Engineering consultancies and testing laboratories use it for acceptance and NDT criteria.

FAQ
Q: What is this standard?
A: GOST 31385-2016 is an interstate (national) technical standard that specified general technical requirements for above‑ground vertical cylindrical steel tanks used for oil and petroleum products.
Q: What does it cover?
A: It covers tank types, classification, structural design requirements, materials and welding rules, corrosion protection, instrumentation, fabrication, testing and acceptance for tanks with nominal volumes from about 100 m³ up to 120 000 m³.
Q: Who typically uses it?
A: Tank manufacturers, oil & gas operators, terminal and storage engineers, EPC and design organisations, regulatory inspectors and testing laboratories in jurisdictions that adopt or reference GOST standards.
Q: Is it current or superseded?
A: The 2016 edition has been superseded — it was replaced by GOST 31385-2023 (published/introduced in 2023). Users should adopt the 2023 edition for current compliance; the 2016 text remains useful for historical reference and projects that explicitly contract to that edition.
Q: Is it part of a series?
A: Yes — it belongs to the family of standards and technical rules governing storage tanks and petroleum equipment (cross-references include earlier versions of GOST 31385, related GOSTs for welding and materials, and other normative documents used in tank design and safety).
Q: What are the key keywords?
A: Vertical cylindrical steel tanks; oil and oil-products storage; RVS; RVSP; tank design; fabrication; welding; corrosion protection; hydrostatic testing; instrumentation.
