Full title and description

Intelligent transport systems — Electronic information exchange to facilitate the movement of freight and its intermodal transfer — Part 2: Common reporting system. This International Standard specifies a common reporting system and the data-communication concepts (data elements, grouped information entities and messages) to support electronic information exchange across the international freight supply chain, including business-to-business and business-to/government exchanges and interfaces with other transport modes.

Abstract

ISO 24533-2:2022 defines the data communication concepts and message structures needed for a common reporting system to facilitate movement of freight and intermodal transfer. It covers information entities (data elements), groups of elements and the messages exchanged at transport interfaces among shippers, carriers, port/terminal systems and regulatory authorities. The standard is intended to support B2B, B2G, G2B and G2G exchanges, apply to cross-border and domestic shipments, and accommodate interface requirements with other modes and with single-window / port-community environments. It is designed to incorporate elements of government customs messaging (for example, WCO messaging concepts) without constraining national border control or customs regulatory responsibilities.

  • Number of pages: 113

Scope

The standard specifies data communication concepts applicable to the data requirements of the transport community for freight movement and its intermodal transfer. It focuses on a single “thread” of an end-to-end supply chain and addresses data requirements for motor transport within international and domestic supply chains. ISO 24533-2:2022 applies to exchanges needed by businesses and governmental organizations (B2B, B2G, G2B, G2G), supports shipments that cross borders as well as domestic movements, and is intended for use where freight movements interface with other transport modes, single-window systems or port community systems. The document does not override customs or regulatory authority requirements at borders but includes data elements commonly required by those authorities to enable interoperable reporting.

Key topics and requirements

  • Definitions of information entities (data elements) and grouped/aggregated information entities used in freight reporting.
  • Message models and structures for electronic exchange at transport interfaces along the supply chain.
  • Support for B2B, B2G, G2B and G2G interactions and cross-border shipment scenarios.
  • Guidance on integrating customs-related message elements (e.g., WCO/GovCBR concepts) within a common reporting framework.
  • Interoperability considerations for interfacing with single-window and port community systems and other modal messaging standards.
  • Requirements to enable traceability of a single “thread” of freight movement from origin to destination.
  • Non-prescriptive approach to national regulatory processes — includes likely data elements but does not constrain regulatory authority procedures at borders.

Typical use and users

ISO 24533-2:2022 is used by software vendors, system integrators and developers of transport and logistics IT systems, port and terminal operators, freight forwarders, carriers and shippers, customs and regulatory agencies, and authorities operating single-window or port community systems. It is applied when designing message schemas, data dictionaries and interfaces to enable automated reporting, clearance, operational coordination and information sharing across national and international freight movements.

Related standards

Replaces and updates ISO/TS 24533:2012 (road transport information exchange methodology). Related documents and domains include other ISO/TC 204 ITS standards (for example reference-architecture and ITS service model standards), regional data-model standards such as Transmodel / EN 12896 (public-transport reference data), and customs / trade messaging models and recommendations from the World Customs Organization (WCO) that are commonly integrated into single-window and customs reporting environments.

FAQ

Q: What is this standard?

A: ISO 24533-2:2022 is an International Standard that defines data concepts and a common reporting system to support electronic information exchange for freight movement and intermodal transfer.

Q: What does it cover?

A: It covers information entities (data elements), grouped information entities, and message structures used for reporting and information exchange across transport interfaces in the freight supply chain, including interfaces with customs, single-window and port-community systems.

Q: Who typically uses it?

A: Developers of transport/logistics IT systems, freight forwarders, carriers, port and terminal operators, customs and regulatory agencies, and organisations implementing single-window or port-community solutions.

Q: Is it current or superseded?

A: Current. Published in May 2022, it supersedes ISO/TS 24533:2012.

Q: Is it part of a series?

A: Yes — it is part of the ISO 24533 work on freight information exchange; work on related parts (for example a road transport methodology / Part 1) has been in development or planning within ISO/TC 204.

Q: What are the key keywords?

A: Freight, intermodal transfer, electronic information exchange, common reporting, data elements, message model, single window, port community, ITS.
